How do we protect access to AI from bad actors?

You probably become a totalitarian state. You should understand that a lot of problems technology solves today have been there and were attempted by scores of people in the past. Nicola Tesla predicted the video calling technology more than 100 years back when it was inconceivable. History is replete with situations where multiple people have come with solutions to same problems in different ways.

Where I am getting with the above is, the time for AI has come, it is not some "thing" which you can hide in the depths of sea, it is knowledge which permeates space and time. Assuming you can confine this knowledge you can only possibly delay the bad actors and not prevent them from accessing this knowledge as they independently can develop the same.

Also you should understand that many a times the bad actors don't start of being bad, it is with time and power they become bad. Is Facebook bad or good? Is Google bad or good. I think the answer to this an unequivocal yes when the companies were just a few years old. However, now I think many of us will pause to answer this question.

Is there something we can do about it? Certainly, maintain your conscience and try to ensure that you do good with AI in what ever capacity you can and influence others in your capacity to do the same.
